Responsibilities
- Analyze complex business requirements and translate them into robust technical specifications and system designs.
- Lead the full lifecycle of software development projects, including requirements gathering, design, coding, testing, and deployment.
- Collaborate with cross-functional stakeholders to ensure IT initiatives align with organizational goals and city policies.
- Optimize system performance and troubleshoot complex technical issues to ensure 99.9% uptime for essential services.
- Oversee the migration of legacy infrastructure to secure cloud environments (AWS/Azure).
- Provide mentorship and technical guidance to junior analysts and developers within the department.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
- Minimum of 5-7 years of progressive experience in systems analysis, software engineering, or IT project management.
- Expert proficiency in programming languages such as Java, Python, or C#.
- Strong command of SQL and database management systems (Oracle, PostgreSQL, or SQL Server).
- Experience with Agile/Scrum methodologies and version control systems (Git).
- Excellent verbal and written communication skills with the ability to explain technical concepts to non-technical audiences.
