Responsibilities
- Develop and implement statewide IT policies, standards, and procedures aligned with federal regulations (NIST, FISMA)
- Analyze emerging technology trends (AI, cloud, cybersecurity) to inform strategic policy recommendations
- Coordinate cross-agency compliance audits and risk assessments for critical state systems
- Prepare comprehensive legislative briefings and testimony on technology initiatives
- Lead stakeholder engagement sessions with agency IT directors and vendor partners
- Monitor policy implementation effectiveness through metrics and KPI reporting
- Manage the IT policy lifecycle from drafting through sunset review
Qualifications
- Bachelor's degree in Computer Science, Public Administration, or related field (Master's preferred)
- 5+ years experience in IT governance, policy development, or public sector technology management
- Deep knowledge of federal/state IT compliance frameworks (FISMA, NIST, CMMC)
- Proven ability to translate complex technical concepts for non-technical stakeholders
- Experience with Oklahoma state government procurement and contracting processes
- Strong analytical skills with data-driven decision making capabilities
- Professional certification (CISSP, CISM, PMP) highly valued
- Valid Oklahoma driver's license
