Responsibilities
- Requirements Analysis: Collaborate with department stakeholders to gather, document, and analyze detailed business requirements for system enhancements and new projects.
- System Architecture: Design, develop, and implement technical architectures that align with city standards, ensuring scalability and high performance.
- Project Leadership: Lead cross-functional teams through the software development lifecycle (SDLC), managing timelines, resources, and deliverables.
- Technical Optimization: Monitor system performance, troubleshoot complex technical issues, and implement solutions to improve operational efficiency.
- Compliance & Governance: Ensure all IT systems and processes adhere to federal, state, and local regulations, including strict data privacy and security standards.
- Vendor Management: Evaluate and manage relationships with external software vendors and technology partners.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field. Master’s degree preferred.
- Experience: Minimum of 5 years of progressive experience in systems analysis, software development, or IT project management.
- Technical Proficiency: Strong proficiency in programming languages (Java, Python, or C#), SQL databases, and cloud platforms (AWS or Azure).
- Soft Skills: Exceptional verbal and written communication skills, with the ability to translate technical jargon for non-technical audiences.
- Government Experience: Previous experience working within a municipal or government environment is highly desirable.
