Responsibilities
- System Optimization: Design, implement, and maintain complex IT systems and network infrastructure to ensure optimal performance and reliability for government operations.
- Security Compliance: Enforce state and federal cybersecurity standards, conducting regular audits and vulnerability assessments to protect sensitive citizen data.
- Vendor Management: Lead the selection and management of third-party IT vendors, negotiating contracts and ensuring service level agreements (SLAs) are met.
- Project Leadership: Lead cross-functional IT projects from conception to deployment, utilizing Agile methodologies to deliver results on time and within budget.
- Technical Support & Training: Serve as a subject matter expert for technical staff and management, providing guidance on system architecture and troubleshooting complex issues.
- Requirements Analysis: Collaborate with department heads to gather requirements and translate business needs into scalable technical solutions.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, Public Administration, or a related field required; Master’s degree preferred.
- Experience: Minimum of 5 years of progressive experience in IT systems analysis, preferably within the public sector or a large enterprise environment.
- Certifications: PMP, CISSP, or ITIL certification is highly desirable.
- Technical Skills: Proficiency in SQL, Python, or scripting languages; strong understanding of cloud platforms (AWS/Azure) and virtualization technologies.
- Communication: Exceptional verbal and written communication skills with the ability to explain complex technical concepts to non-technical stakeholders.
- Regulatory Knowledge: Familiarity with government procurement processes and data privacy regulations (e.g., HIPAA, CalOHA).
