Responsibilities
- Analyze complex urban development policies and recommend evidence-based improvements
- Lead stakeholder engagement with community groups, elected officials, and private partners
- Develop comprehensive reports on housing affordability and transit-oriented development
- Oversee grant management for federal/state infrastructure initiatives
- Present findings to legislative committees and executive leadership
- Mentor junior analysts and cross-functional project teams
- Monitor policy implementation using GIS mapping and performance metrics
Qualifications
- Master's degree in Public Policy, Urban Planning, or related field
- 5+ years experience in government policy analysis or municipal planning
- Expertise in Maryland land use regulations and Baltimore zoning codes
- Advanced proficiency in ArcGIS, SPSS, and data visualization tools
- Proven track record of leading community engagement initiatives
- Valid Maryland driver's license
- Experience with federal grant compliance (e.g., HUD, DOT)
- Strong written communication for legislative briefings
