Responsibilities
- Conduct comprehensive requirements analysis and translate business needs into technical specifications and system designs.
- Lead the full software development lifecycle, from planning and design to testing, deployment, and maintenance.
- Collaborate with stakeholders across various state agencies to ensure alignment with state-wide IT initiatives.
- Develop and maintain technical documentation, including system architecture diagrams, API specifications, and user manuals.
- Perform code reviews and provide technical guidance to junior analysts and developers.
- Identify and mitigate technical risks, ensuring project delivery timelines are met without compromising quality.
- Ensure all systems comply with state security protocols and regulatory requirements.
Qualifications
- Bachelor's degree in Computer Science, Information Systems, or a related field (or equivalent work experience).
- Minimum of 5 years of experience in Systems Analysis, Business Analysis, or a similar technical role.
- Proficiency in SQL and experience with relational database management systems (e.g., SQL Server, Oracle).
- Strong understanding of software development methodologies, including Agile and Waterfall.
- Excellent written and verbal communication skills, with the ability to explain complex technical concepts to non-technical stakeholders.
- Experience with modern programming languages (Java, C#, Python) is highly preferred.
- Ability to obtain and maintain a State of Massachusetts security clearance.
