Responsibilities
- Lead complex system analysis and design projects from conception through implementation.
- Conduct thorough requirements gathering and gap analysis to translate business goals into technical specifications.
- Develop, test, and document technical system requirements, user stories, and process flows.
- Collaborate with cross-functional teams, including developers, project managers, and state agency stakeholders.
- Ensure all technical solutions comply with state and federal regulations, security standards, and accessibility guidelines.
- Provide expert guidance on system architecture and best practices to junior analysts and technical staff.
- Identify and mitigate risks associated with system upgrades and integration projects.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
- Minimum of 5 years of progressive experience in systems analysis, business analysis, or IT consulting within the public sector or enterprise environment.
- Strong proficiency in SQL, database management systems (Oracle, SQL Server), and reporting tools (Tableau, Power BI).
- Proven experience with Agile/Scrum methodologies and SDLC (Software Development Life Cycle).
- Excellent verbal and written communication skills, with the ability to explain complex technical concepts to non-technical audiences.
- Certification in Project Management (PMP) or Business Analysis (CBAP) is a plus.
- Ability to work in a fast-paced environment and adapt to changing priorities.
