Responsibilities
- Lead comprehensive planning projects including zoning code updates, urban renewal initiatives, and neighborhood planning
- Analyze complex land-use applications and provide technical recommendations to the Planning Commission
- Develop and implement public engagement strategies ensuring diverse community participation
- Coordinate with state and federal agencies on transportation, environmental compliance, and grant-funded projects
- Prepare and present professional reports, environmental impact statements, and policy recommendations
- Mentor junior planning staff and supervise consultant teams on major projects
- Utilize GIS and urban modeling tools to analyze development impacts and scenarios
Qualifications
- Master's degree in Urban Planning, Public Administration, or related field (or equivalent experience)
- 5+ years of professional urban planning experience, with 2+ years in municipal government
- Expert knowledge of Oregon land-use planning laws and Portland's planning framework
- Proven ability to manage complex public projects with multiple stakeholders
- Advanced proficiency in GIS software (ArcGIS) and urban planning modeling tools
- Strong written and verbal communication skills for public presentations and policy documents
- Valid Oregon driver's license with acceptable driving record
- Experience with environmental review processes (SEPA/NEPA) preferred
