Responsibilities
- Conduct detailed analysis of complex business requirements and translate them into technical specifications for state government systems.
- Lead the design, development, and implementation of software solutions that enhance operational efficiency.
- Collaborate with cross-functional stakeholders, including policy makers and IT teams, to ensure project alignment.
- Ensure strict compliance with Illinois State FOIA laws and federal IT security standards (NIST).
- Oversee system testing, quality assurance, and deployment to minimize downtime and maximize reliability.
- Mentor junior analysts and provide technical guidance on best practices for legacy system modernization.
- Prepare technical documentation, including user manuals and architecture diagrams, for state auditors.
Qualifications
- Bachelor's degree in Computer Science, Information Systems, or a related field (Master's degree preferred).
- Minimum of 5 years of experience in Systems Analysis, Software Development, or IT Project Management.
- Proven experience working within a Government or Federal environment is highly preferred.
- Strong proficiency in SQL, Java, Python, or .NET frameworks.
- Deep understanding of SDLC (Software Development Life Cycle) and Agile methodologies.
- Excellent verbal and written communication skills to articulate technical concepts to non-technical audiences.
- Certifications such as PMP, CAPM, or CISSP are a plus.
